Dr John Howard FIMC CMC
Dr John Howard is the founder, consultant, and non-executive director of Howard Partners. He also holds the positions of Adjunct Professor in Innovation Policy, and Director of Innovation and Engagement at the University of Canberra.
Prior to establishing Howard Partners in early 1998, John had been a partner at Coopers & Lybrand (now PricewaterhouseCoopers) in charge of Industry Policy and Strategy consulting in Sydney. He had also been a partner in the Government Services consulting practice at Ernst & Young in Canberra over the period 1988-1993.
John is a highly experienced management consultant and expert in public policy research, analysis and advice and brings more than 20 years experience working with clients in Commonwealth, State/Territory, and local government organisations, as well as non government and industry organisations.
During his career he has personally led and delivered a number of significant research projects in the innovation policy domain – many of which have focused on knowledge transfer and strengthening engagement between business, higher education, government and the community. Some recent projects have included:
- the Study of the ACT Innovation System published in March 2008 as Innovation, Creativity and Leadership;
- A Study of the economic, social and cultural contribution of Melbourne’s Universities for the Melbourne Vice Chancellor’s Forum (2007);
- A Study for the Business Council of Australia on innovation in Australia’s larger companies, published as Changing Paradigms – Rethinking Innovation Policies, Practices and Programs (2006);
- An analysis of intermediary roles in the Australian Innovation System for the Department of Industry, Tourism and Resources (2007).

During 2003 and 2004, John undertook reviews of the Cooperative Research Centres Program, the Innovation Investment Funds Program, the Commercialising Emerging Technologies Program, the New Industries Development Program, and the Renewable Energy Equity Funds Program.
John has a keen interest in the role of innovation in regional economic development policy and practice, particularly in terms of building national and international competitiveness and delivering productivity improvement.
John holds a PhD from the University of Sydney, a Master of Arts in Administration from the University of Canberra, and an Economics (Honours) degree from the University of Tasmania. He is a Fellow of the Institute of Management Consultants in Australia, and a Certified Management Consultant.
