Don has worked as Industry, Science and Technology Counsellor in Indonesia, a Science and Technology Advisor to the Commonwealth Minister for Industry, Science and Resources, and as Manager, Strategy Development, Biotechnology Australia where he was involved in negotiations with diverse interests in strategy development.

Don has also has in-depth experience as a developer and user of indicators for S&T policy, and author of many reports based on the critical analysis of S&T indicators. He has been Australian correspondent for the EU ERAWATCH global innovation and research policy database, managed by Technopolis.
A comprehensive review of Australia's higher education system was published as Rethinking Australian Higher Education by Howard Partners and UTS on 18 February 2021.
In May 2020 an extended analysis of Australia's research capacity was published as Challenges for Australian Research and Innovation by UTS as an Occasional Paper.
In 2019 Howard Partners completed the first ever comprehensive Performance Review of the Rural Innovation System for the National Primary Industries Research and Innovation Committee.
